I.    PACK ORGANIZATION AND GENERAL INFORMATION

A.    Purpose

It shall be the stated purpose of Cub Scout Pack 631 to:

1.        Provide a meaningful Cub Scout program for our boys.           

2.                    Appropriately recognize their achievements.

3.                    Foster a sense of belonging to the Cub Scout “family”.

4.                    Promote a sense of self-discipline and self-pride.

5.        Instill a sense of patriotism and respect for the principles on which our country was founded.

6.                    Provide lots of good, clean fun.

B.    Charter

Cub Scout Pack 631 is a member organization of the Boy Scouts of America, chartered by Larkspur Elementary School, Larkspur, CO  80118, Ms. Jill Donnelly - Principal / contact, phone (303)681-4920.

C.    Pack Committee

The Pack Committee will determine and regulate the Pack program, and in doing so, will abide by all policies of the Boy Scouts of America (BSA).  The Pack Committee shall consist of the Chartered Organization Representative, the Pack Committee Chairman, and Committee members, who are adult volunteers and who will be registered Leaders with BSA.  The Cubmaster, Assistant Cubmaster(s) and Den Leaders will also be voting members of the Committee.  A list of the officers of the Pack Committee and their duties will be published each year.

The Pack Committee will meet regularly as determined by the Committee Chairperson.  All Leaders should attend, and parents are also welcome.  Planning Pack events, deciding on expenditures, discussing suggestions, ideas, and problems will be covered during Committee meetings.  Voting privileges will be restricted to Committee members.  Committee members will be allocated one vote, regardless of how many positions within the Pack the member holds.

Pack policies and guidelines will be published, along with the Leadership roster and annual calendar.  Any change in Pack 631 By-Laws requires a quorum which consists of one more than ½ of the registered Committee members.  Scheduling, expenditures, and other business of the Pack Committee shall be approved by one more than ½ of voting members in attendance.

D.    Leaders and parents

Leaders should be parents or guardians of a boy in the Pack.  All registered adult Leaders of the Pack will be trained at the earliest convenience.  References listed on applications will be checked before Leaders shall be accepted.

Parents or designated guardians are required to accompany their Scout to any Pack function.  Volunteer Leaders are responsible for running the program.  Parents are responsible for the behavior of their children at Pack events.  If siblings are disruptive, parents should arrange for child-care so that everyone can enjoy the events and award ceremonies.

Consumption or possession of alcohol or illegal drugs is strictly prohibited at all Scouting events of Pack 631  Being intoxicated from the use or consumption of alcohol or illegal drugs is strictly prohibited at all Scouting events of Pack 631.  Offenders will be asked to leave the Scouting event immediately.

Adult smoking is not permitted in the view or presence of the Scouts at any Scouting event of Pack 631.

E.    Pack Structure

The Pack consists of boys registered with the Boy Scouts of America as Tiger Cubs, Cub Scouts or Webelos Scouts, and their parents or guardians, and registered adult volunteer Leaders.

The Pack is divided into Dens, which consist of at least 2 Leaders and up to 9 boys.  Larger Dens may be formed at the discretion of the Pack Committee and the affected Den Leaders.  Dens will be formed by grade level in accordance with BSA guidelines as follows:

1.        1st Grade  -  Tigers

2.                  2nd Grade  -  Wolves

3.                  3rd Grade  -  Bears

4.                  4th Grade -  1st Year (“Junior”) Webelos

5.        5th Grade  -  2nd Year (“Senior”) Webelos

Cub Scout Pack 631 will hold one Pack Meeting each month, during the months of September through May, as determined and scheduled by the Pack Committee.  Schedules will be distributed well in advance of meetings.

The Pack will hold a “join” night in August, prior to each regular season (September - May). At this time boys will be placed in Dens that have openings, or new Dens will be formed if adult volunteers are found for Leadership.  New Tiger Dens will also be formed at this time.

A boy may join or transfer into the Pack at any time during the year; however, Leaders will not be responsible for missed achievements.  With the approval of a Den Leader, a new boy may visit a Den and the Pack meeting for one month.  After approval by the Committee, the Committee and Den Leaders will place the boy in a Den when an opening occurs.

F.    Den Meetings

Tiger Cubs is an introduction to Scouting for first graders.  Tiger Dens operate on a basis of shared adult / parent Leadership.  Each Scout joins Tigers with an adult partner, and takes a turn providing Leadership for the group gathering (Den meeting) based on a “Big Idea” of the month, or other Pack theme.  Tiger Cubs meet at least 2 times per month and are fully involved in the Pack program.

Wolf, Bear and Webelos Dens meet at least 3 hours per month September through May, and generally do not hold a Den meeting the week of a Pack meeting.  Dates and times of the meetings will be determined by the respective Leaders, and parents will be advised well in advance of the scheduled meetings.

G.    Advancement

Den Leaders will determine whether a Cub Scout is qualified for advancement.  The Den Leader will then make their recommendation to the Awards Chairman.  Advancement in rank will be conducted at the next regularly scheduled advancement ceremony by the Cubmaster or Assistant Cubmaster(s).  Parents or designated guardians must be present at the Pack meeting in order for their boy to receive his rank advancement award.  Each Scout must be wearing his complete uniform, or designated special attire, to receive all awards.

H.    Uniforms

A complete uniform is required for most Pack activities.  The uniform consists of a clean Cub Scout shirt, official neckerchief with acceptable tie slide, dark solid color pants without holes (blue jeans and shorts acceptable), belt  and properly placed insignia patches.  The Cub Scout hat is optional, but no other hat may be worn with the uniform.  Brag vests may be worn to display activity patches and awards that do not go on the uniform shirt.  The uniform is worn for all Scout-sponsored activities and may not be worn for activities not sponsored by the Cub Scouting organization.  Cub Scouts and adult Leaders should take pride in wearing full uniforms, and maintain them properly.

I.    Special Care

For the safety and protection of all members of the Pack, any physical, mental or emotional handicaps or other special conditions must be reported to the adult Leaders.  Written instructions regarding special care or medication should be included.  For these purposes, and to prevent any insurance problems, a health form and emergency contact information will be provided by the parents to the Den Leader(s) and Pack Committee.


II.    PACK FINANCES

A.    Structure

Pack 631 is a tax exempt organization as filed with the IRS.  The Pack Committee will ensure that accurate income and expense records are kept, and that the Pack maintains a healthy financial balance.

1.)  Each year, according to IRS requirements, the Pack will file appropriate documentation with the government.  To support this record keeping, all Leaders will submit receipts and/or expense statements to account for funds collected and spent on behalf of Pack 631.

2.)  Should Pack 631 cease to exist, any assets become the property of Boy Scouts of America.

3.)  The Treasurer will maintain a checking account with a local FDIC insured bank.  The Treasurer, Cubmaster and Committee Chairperson will be authorized to sign checks for the account.  No authorized signer will endorse checks to themselves or any family member.

4.)  The Pack will also keep a balance at the Denver Area Scout Shop and the Committee will approve charges to this account.  The Advancement Chairperson will have a card to use the Scout Shop account.

5.)  Additional funds may also be deposited into interest bearing accounts, in an FDIC insured Bank, at the discretion of the Committee.

B.    Pack Funds

The Pack funds will be administered by the Treasurer, as directed by the Pack Committee, according to its annual budget.  A financial status report is to be presented by the Treasurer at the monthly Pack Committee meetings. 

1.)  The Committee will approve a general budget.

2.)  No Leader, nor volunteer, shall be paid nor receive remuneration for their time.  Reimbursement for pre-approved expenses incurred for Pack activities will be paid when receipts are provided.  Any non-approved expenditures will be considered a donation to the Pack.

C.    Den Funds

At the reversible discretion of the Committee, based on the current financial health of the Pack, the Pack will normally pay a “per month / per Scout allowance” to each Den during the year.  This will allow the Dens to pay for the following items:

                        * All Den level activities

                        * All Den level crafts, field trips, food and other miscellaneous items

                        * Photocopies for Den level activities as needed

The Committee may approve additional funds for special Den programs.  Each Den Leader will submit an annual report to the Pack Committee, due no later than the May Pack Meeting, detailing how all funds have been spent at the Den Level throughout the year.

D.    Participation

Pack 631 operates with a system that allows every Scout to participate at very little out-of-pocket cost to the Scouting family if the Scout participates in the Pack’s annual fundraiser and meets the established objective; thereby self-funding his participation.

Families / Scouts choosing to not participate in the fundraiser, or not meeting the established objective, will be asked to pay the difference between the established net cost per Scout and the actual net amount generated toward the Pack fundraiser.

            E.    Pack Income Guidelines

In addition to Pack fundraiser(s), Pack income may also include other sources and other fees as approved by the Committee from time to time.  All income will be used for the purpose of providing programs for the Cub Scouts of Pack 631. 

1.)  Inability to meet financial requirements by a Cub Scout family will be addressed on an individual basis by the Pack Committee.

2.)  Cub Scout Pack 631 will not engage in any fundraising activities for any cause other than for the Pack itself, the Denver Area Council, or the Boy Scouts of America.

3.)  Fundraising is of utmost importance in offering a quality program and in keeping Pack participation fees down.  Families will be expected to support the Pack’s fundraising projects under the guidelines set forth by the Committee.

4.)  Den Leaders may request additional fees from their Den participants for specific activities such as field trips, cooking projects or craft materials.

F.    Budget

The Pack 631 budget includes many costs for conducting an entire year of fun-filled Scouting, in compliance with the requirements for a Quality Unit, as established by the Boy Scouts of America - Denver Area Council.   Costs includel uniforms, patches & awards for Scouts, registration to the BSA, subscription to Boy’s Life Magazine and appropriate recognition for Leaders and volunteers.  The costs NOT included in this budget are for Adult Scout Leader uniforms (approx. $45.00 - which is tax deductible) and summer camps.  Peaceful Valley and Magness Adventure summer camps are elective camps available to all Scouts and range in cost from $35.00 to $80.00.  Elective camp costs are paid by the individual Scout family - not paid by the Pack.

Details of the current Pack 631 budget are always available to any Leader or parent in the Pack.  Detailed copies of the budget may be requested at any time by contacting the Pack 631 Committee Chairman or Treasurer.

A.    The Pack 631 Code of Conduct =

1.)  Always be on time

2.)  Always wear your uniform with pride.

3.)  Always behave and follow instructions.

4.)  Always DO YOUR BEST.

B.         Discipline

Discipline at Den meetings will be at the discretion of the Den Leader, in accordance with the following guidelines:

1.)  Failure to obey a rule will result in a warning on the first offense.

2.)  The Cub Scout will be removed from the rest of the group after a second offense and placed in time out.

3.)  After a third offense, the parents may be called to pick up the child.

Den Leaders have the right to exclude from their Den any Cub Scout who, in their opinion, is too disruptive or disorderly. The Scout’s name will be turned over to the Committee for further action.  In extreme cases, and with the knowledge of the Denver Area Council, a boy may be dismissed from the Pack for misconduct.

Den Leaders shall have the option of excluding any Cub Scout from field trips and other such Den activities for habitual tardiness or absence from Den meetings.  Boys absent 3 consecutive times without prior arrangements may be dismissed from the Pack.  An appeal may be made in writing to the Pack Committee for reinstatement to the Pack.

It is the duty of any uniformed adult Leader of Cub Scout Pack 631 to assist in maintaining order with the Cub Scouts during any official Pack function.


IV.    Adult Leader Training 

Cub Scout Pack 631 will pay for training for each registered adult Leader.  In the event a Leader is registered to attend a training event, and is unable, or fails to attend training, that Leader will be required to reimburse the Pack for all costs paid by the Pack toward the missed training.  It is expected that all registered Leaders attend the following training events:

* All registered adult Leaders are expected to view the Fast Start Training tape and attend Youth Protection Training.

* All Den Leaders are expected to view the Fast Start Training tape, attend Cub Scout Leader Basic Training and Youth Protection Training.  Den Leaders are also expected to participate in a rotating schedule (established by the Committee) to attend the monthly Arapahoe District Roundtable Training.  No Den Leader will be asked to attend more than one (1) Roundtable meeting during any one (1) Scouting year (September - May).

* All Webelos Den Leaders are expected to view the Fast Start Training tape, attend Cub Scout Leader Basic Training, Youth Protection Training, Webelos Leader Outdoor Training and Cub Scout PowWow.

* The Cubmaster and Assistant Cubmaster(s) are expected to view the Fast Start Training tape, attend Cub Scout Leader Basic Training, Youth Protection Training, Webelos Leader Outdoor Training and Cub Scout PowWow.

* ALL REGISTERED ADULT LEADERS AND OTHER PARENTS OF THE PACK are strongly encouraged to attend the monthly Arapahoe District Roundtable Training and annual Cub Scout PowWow.

* The Pack Committee may also vote to fund part, or all, of the cost of other adult Leader training programs offered by the Arapahoe District or Denver Area Council, for registered adult Leaders of the Pack.
